After the Westgate dust settles, who was responsible for communication?

The dust on the Westgate attack is settling, but many people are asking many hard questions. For one, the mixed messages from the security organs, and from state officials proved to be conflicting. Many times, Interior minister Joseph Ole Lenku read from a different script from what the Inspector general, David Kimaiyo read. who were rescued is yet to be known. Many families still have missing relatives, and they appear to have resigned to fate on finding their lost loved ones. if ever there was need to overhaul the whole state communication system, then this is the time.
